Step-by-step explanation
First in presence of OH ion phenol will donate H+ ion and create phenoxide ion. Then this ion will react with methyl chloroformate and carbon joined with Cl and O will be slightly positive charge due to pulling of electron towards O and Cl atom. This positive charge C atom will join with negative charged O ion in phenoxide ion and create product A.
Product A reacts with Br2 and perform electrofilic aromatic substitution and at para position Br will be added.
