Let equation of tangents to the ellipse x252+y253=1 be  y=mx±52 m2+53

Since the tangents pass through 1,3, so 

3=m±15m2+106

⇒9m2+36m-44=0

Let θ be the angle between the tangents, so 

tanθ=m1-m21+m1 m2

i.e. tanθ=42+44491-449=24535

⇒θ=tan-12475
